Case 410 won't enable hydraulics

Looking at a Case 410 skid steer that starts and runs but the drive and hydraulics stay disabled. No bypassing anything. What details would you want first to sort out whether it's an interlock input, parking brake, or control issue?
 
I'd note exactly what the parking-brake and seat-bar lights do when you lower the bar. A dead input usually shows up there before digging into controls or wiring.
